From what I can tell the flag always gets dropped on the ground, but if there's a car who pushed you out of bounds then the car will most likely be standing right where the flag is dropped and will be picked up immediately. Correct me if I'm wrong...
It certainly makes sense to me. The flag always gets dropped within the boundary as close as possible to where its carrier exploded, and that'll often be where the one who pushed you out is.
