Over the years FPS Creator Classic released a lot of model packs, some created officially and some created by third parties. Those artists have generously agreed to release their packs for free as part of this open source project.

I guess they are only (licensed) for FPS Creator games, right?

The packs are all available for download now as indicated, the ones that are not listed will not be as the artists have not given permission for them to be released for free.

Can i use these models in my engine ?

I wrote an email to that guy, let's wait for him to answer. I asked about using them in custom engines too!

If you can find a way to convert them, you are free to use them in projects other than FPSC. The only restriction is you cannot pass the work off as your own (so give credit if the model pack includes the artist name), and also you cannot sell the models as single or collections of models, or include them in a game creator you create and sell. You can of course use them in your own games and can sell those games no problem. This is to protect the artist who would not like his hard work sold on as someone else's work.
