If I wanted to import proprietary functions to a program (say 7 c for example) for back test and live, is that possible?

These functions would not be available from the existing broker.
So if I am trading with IB but my data comes from my own server is that possible?

Yes, this is possible. You can set up a server and access its data with HTTP functions (if that's what you meant).
