I am going to be putting some resources up on my website and need a disclaimer so that people don't miss-use my generosity.

What does everyone think of this?

These rights and any stated are perfectly workable. However to enforce them in courts around the world my be expensive.

Also spend some time looking into the licences and rights agreements like creative commons and others already in use. YouTube has it's own and also lets you select a creative commons option. You should read many and formulate a full agreement. You can also state the agreement is enforceable simply by landing on the website.
It's a deep subject.

having both cc0 and cc4 message is confusing.

cc4 does not require the project that uses the assets to be cc0 or free.

Im attempting to say that nothing may be used commercially, unless I say otherwise.

From what I understand CC4.0 doesn't allow anyone to use materials on my website commercially, and if I place a CC0 with the resources that are free to use, that voids the CC4, as I mention on the footer of every page.

I think you need to read up about a little on copyright and licensing and pick a different license.

https://creativecommons.org/licenses/by/4.0/

cc4 allows commercial usage as long as they give you credit. (Attribution.)
