I am having issues with WED crashing when I am adding textures to a wad.

Add a new texture I get "No to all" and WED closes.
It is a skybox texture 12288 x 2048 .tga I know this is rather large, but I have this with textures half the size as well.

I am running on a laptop
Samsung
Windows 8
Prossessor: Intel(R) Core(TM) i7 - 3635QM CPU @ 2.40GHz 2.40GHZ
RAM: 8.00GB (7.71 GB usable)
64-bit OS, x64-Based processor
Video: NVIDIA GeForce GT 640M (with recent drivers, 2 days old)

I'm pretty sure its not the drivers as I have been having this issue for some time now, even had it in windows 7. Its not just when I try to add new textures to a wad. It happens quite often even if I am just working in WED, which can be a pain if I don't save every 2 minutes. Just tells me it had a problem and shuts down. no error codes at all.

If the crashes happen randomly as you say, they are unrelated to the texture size and have some other reason. There are some common suggestions in the manual under "Troubleshooting" how to handle such problems. If the crashes happen more often when you add large textures, it can be a memory issue. DirectX crashes when the memory runs low. In that case you must limit the memory footprint of your game. Professional games use a compressed format for large textures.
