I don't think you will find a "simple", out of the box effect in the shader/ffp department. This shot, of a one-off attempt, does not take into consideration the UV mapped skin of a model, there's no time put into designing the specularmap, and the maths in the vertex shader are not tweaked.
Shine would be easier that attempting a reflection+shine. But either way I think it would take someone alot of time to tune an effect like that.
If I had time I would work on it, but right now I have none to spare. That does not mean I can't in the future as I think it would be a great opportunity to learn.
