To my knowledge, No. It is managed by the video-card driver.
But if you look into using API's (advanced lite-c) then the "ChangeDisplaySettings" in User32.dll MAY help out...

Using API's isnt that hard, and Conitec have made using API's quite easy.
I use API's a LOT, but using the "ChangeDisplaySettings" API is one I havent tried.

You generally would not want to change user's monitor's refresh rate. Since most LCD panels always and mostly ONLY runs on either 59hz or 60hz

Since most LCD panels always and mostly ONLY runs on either 59hz or 60hz you most be talking about LCD monitors,i said before no all people got lcd's,some of them still uses CRTs,(and iam one of them,i hate lcd),the CRT refresh rate goes from 60 to 120. that's the problem.
