Are you talking about web cache?

If so it basically (if i am right) stores certains bits of the page, e.g. content, images etc. and therefore does not have to download them again when the site is opened, however it is annoying for dynamic sites, where it should be disabled.

I'm talking about file-based game content caching, and the term cache in general.
