Is there a way to detect the range of resolutions and refresh rates supported by the end user's system?

What about Shader model compatibility?

Does A7 have protection built in for the resolutions? Say a monitor cannot display 1600x1200, will A7 automatically scale the resolution back down to something that the monitor can handle?

No but take a look at sys_metrics. With this command you can read out the screen resolution.
