Any FREE online text-to-speech voice generator?

Ok, I want to know if there is a website that has a feature such that when I enter a text (with specifying the language, whether a male or female voice, .. etc.) ,it generates a voice for this text (like that website but a FREE one)

I know for this. There are many programs with which you can record this sounds in background.

You can also use Google TTS:

Just change the text at the end. For another language change the "en" to f.e. "de" (German).
You can download the sound file and even choose the format (ogg, mp3, wav...) and use this service with http requests.
