Yes, this " born again " thing is in the bible.

So, the "baptism" of water is not the key, according to Jesus.
The key is the baptism of the Spirit of God.

I think it's hard to say when or if that happens in a child or baby, since our eyes are blinded from the spiritual at the present time.
