You can export MDLs (even MDL7) from Fragmotion.

Yeah I know but sometimes they stuff up either on export or import especially ones with animation.

Tip: Export to Milkshape 3D Ascii (from Fragmotion). U can import this txt file into med. Cause Fragmotion sometimes messes up the skins (more than 3) when exporting to mdl.
Edit: Ah sry. I think fragmotion only exports to .ms3d (Milkshape). I use to export to ms3d. Open it in Milkshape exporting it to ms3d ascii. Not a short way, but works very good.

My personal advice, export model with skins, bones but without animations into MilkShape and from it into MED, after that export it again, but with animations and directly from FragMotion into MED. Export animation frames (into .txt via MED) from it, and then import and replace animations in the model which was imported from MilkShape. That helps a lot, cause sometimes animations quality suffers after you import it from MilkShape. Good luck.
