What kind of games???
How many players???
How many website visitors???

Seriously.. It's impossible to tell. You need to know how much kb/sec a single player will use on average, aswell as (an estimate of) the number of players that will be playing simultaneously.

first of all, if you're talking about putting your 3DGS multiplayer games on your website I believe you're going to need a dedicated solution (no shared hosting) which is a lot more money!!

The reason is your game would technically be a port server and unless you're dedicated, a host is not going to let you put code on a shared server that has the potential to cause the other users on that server problems.

when you say you have your own server, are you saying that you are paying for a package that has no sharing?

If your server is linux based how are you going to get your "Windows" based server "your 3DGS server" to run?

There are aspects that will modify this, but I am going to answer just your question.

To host a "city" (I presume that it is one big multiplayer level) it will probably take about 20-30 kb/s per user. For fifty users that will be 1000-1500 kb/s server.

It is usually 10 kb/s up and 10 kb/s down per user, but that will probably rise depending on how much data your game uses.

Also, in the future people, just answer the person's question. Don't post excuses of why he shouldn't do it.

"20-30 kb/s per user"

Reduce that by about 10. If you are pumping that much per user, you are sending too much and/or being too sloppy with your network code. Around 2kb/s per user should be your target bandwidth.

This means that you'll be able to host a big city on a home cable modem line though it might not be stable. A dedicated line runs about 300 USD per month (plus installation) at 1.5 MB/s up/down.

Test at home with a cable modem and then move up to more expensive solutions as the need arises.
